September 29, 2026Sheila Malloy-Hall is an accomplished executive administrative and operations professional with more than 20 years of experience supporting senior leaders across the federal government, healthcare, and private-sector environments. She brings extensive expertise in executive operations, complex calendar and travel management, meeting and board support, executive communications, and the coordination of high-visibility priorities.
Prior to joining MCEDC, Sheila served with the U.S. Department of Health and Human Services, where she supported executive-level operations within the Office of Minority Health. In that role, she managed executive workflows, coordinated stakeholder engagements, and helped ensure the timely review and delivery of sensitive correspondence and federal reports. Her earlier experience includes executive and administrative support roles with the National Institutes of Health, Elevance Health, and the National Oceanic and Atmospheric Administration.
Known for her professionalism, discretion, resourcefulness, and sound judgment, Sheila takes a thoughtful and proactive approach to executive support. She is skilled at anticipating needs, managing competing priorities, strengthening administrative processes, and building trusted relationships across teams and with external stakeholders. Sheila’s educational background includes Business Administration coursework at the University of Maryland University College, and she holds a Project Management Principles Certificate. She is also the founder and volunteer president of Healing 2 Grace, Inc., a nonprofit organization that supports women affected by trauma through programs and community initiatives.
Sheila resides in Maryland with her husband and is the proud mother of two adult children and grandmother of six. In her spare time, she enjoys spending time with family, reading, writing, volunteering, and advocating for causes that are meaningful to her.
