April 7, 2026Jessica Reynolds is MCEDC’s Chief Operating Officer, overseeing all facets of the organization’s operations, including finance, administration, and economic development initiatives while ensuring alignment with the CEO’s vision and the organization’s mission. Previously, Jessica served as the Senior Director of the Office of International Investment and Trade (OIIT) at the Maryland Department of Commerce, where she oversaw the State’s international investment and export initiatives for seven years. During her tenure, she helped expand Maryland’s foreign direct investment strategy and supported the launch of programs including the Maryland Innovation Lab, Global Gateway Program, and Soft Landing Exchange Program. Under her leadership, OIIT received the President’s E Star Award for Export Service in 2021. Prior to that, Jessica served the Maryland Department of Commerce as a regional manager covering South Asia, the Middle East, Africa, and Europe. Earlier in her career, she worked in international economic development on projects with the U.S. Government, the World Bank, and other partners.
Jessica holds a master’s degree from the University of Maryland, College Park, and a bachelor’s degree from Loyola University Maryland. She is a Certified Economic Developer (CEcD) and serves on the IEDC International Advisory Committee as well as the Maryland Economic Development Association Foundation Board. She is also a graduate of the Leadership Maryland Executive Program.
Jessica is a long-time Montgomery County resident where she volunteers with the Parent Teacher Student Association and the Montgomery County 4-H Program. She resides in Rockville with her husband and two children.
