Viva White Oak: Expanding Montgomery County’s Life Sciences Landscape 

Viva White Oak is a $2.8 billion mixed-use development planned for East Montgomery County. Approved for more than 12 million square feet of mixed-used development, the project will include over 3 million square feet of lab, office, and medical office space, as well as retail and up to 5,000 residences. The site sits adjacent to the U.S. Food and Drug Administration headquarters and near Adventist HealthCare White Oak Medical Center. Viva White Oak also represents the county’s first use of a Tax Increment Financing (TIF) proposal to support development. 

Once completed, the project will add significant new capacity for life sciences and related industries, while also bringing housing and amenities to the eastern part of the county. The project will be transformational for the east region of the county and is expected to create at least 9,000 jobs. 

During a panel moderated by MCEDC Board Chair Elana Fine at Bisnow’s “The Future of Montgomery County” event last week, County Executive Marc Elrich spoke about the importance of this development to the county. “This deal represents a real investment in East County, an area that has waited far too long for this kind of attention and opportunity,” said Elrich. “You don’t really get opportunities like this in a developed state like Maryland, so close to the nation’s capital. It really is a once in a lifetime opportunity for a major investment,” added P. David Bramble, MCB Real Estate Co-Founder & Managing Partner.  

As Viva White Oak moves forward, it represents one of the largest development opportunities in Montgomery County in recent years. With its scale, location, and focus on life sciences, healthcare, and mixed-use growth, the project is positioned to shape the future of East County and strengthen the region’s role as a hub for innovation and employment.
