David E. Dise is the Department of General Services Director from 2014 to 2023.
The Director’s office provides overall leadership for the department, including policy development, planning, performance measures, accountability, service integration and customer service. The director’s office also administers day-to-day operations of the department, including operating and capital budget preparation and administration, training, contract management logistics, facilities support and human resources.
Prior to this, David was Deputy Director of Purchasing and Supply Management for Fairfax County. He was responsible for the performance of departmental activities overseeing the management and administration of the County’s mainframe-based procurement system, as well as procurement oversight programs. Among his achievements were revising the competitive negotiation process to improve competitiveness and strengthen the County’s position in negotiations and to institute professional certification training for the buyer staff.
For seven years prior to his last position, he served as Procurement Manager for the Fairfax County Water Authority.
Dise has been active in numerous capacities with the National Institute of Governmental Purchasing and served on the Board from 2002-04. In 2004, he was named Purchasing Manager of the Year by the Virginia Association of Governmental Purchasing.
